Symptom:
There is a security policy for the following job controls, but not one to control usually a more restricted task..Remove Job.

We can only restrict the following job controls ...need to add Remove JobRun to this list.

Ad Hoc Job Control
Cancel/Abort
Hold/Stop
Override
Release/Resume
Rerun
Set Status

Conditions:
TES Job Activity console will allow users to remove jobs and groups based on what they have set in the following two functions in Job Console Category. Job Control does not list remove job so they automatically get that right.

Control All Jobs - Apply job control to all jobs and job groups, within any limits set in the job control functions.

Control Own Job - 	Apply job control to jobs and job groups owned by you or the workgroup(s) you belong to, within any limits set in the job control functions.
