Description (partial)

Symptom:
If there is LSC  installation/upgrade activity when CAPF timer expired then CAPF service will crash.

Conditions:
CAPF installation/upgrade after CAPF timer expired. Timer is in below:

ccm admin > device > phone > Certification Authority Proxy Function (CAPF) Information > value in "Operation Completes By"
