Description (partial)

Symptom:
In Segment Routing environment, local prefixes might be advertised with P-bit set and E-bit clear.
This causes the adjacent routers to send prefixes with a real label (the prefix sid label), and those would be dropped because ISIS SR does not install MPLS forwarding entries for the local prefixes.

Conditions:
The problem happens when the prefix is propagated from another level, and the prefix-sid for the given loopback is configured with "explicit-null"
