Description (partial)

Symptom:
Unpredictable high latency of the order of couple of seconds seen sometimes, when QoS with non-llq queueing policy applied on interfaces on SIP-400, with greater than 43Mbps bandwidth and configured with low bandwidth shaper. 
This bug does not affect LLQ traffic.
Also, bug applicable to all releases starting from 15.1(3)S.

Conditions:
Hierarchical queueing policy with several non-llqs with low bandwidth parent shaper applied on higher speed interfaces on SIP-400 and parent shaper is congested with traffic from different class queues. Effect is more prominent on non-llq traffic with lower *bandwidth share*.
