Description (partial)

Symptom:
Alarm agent memory leaks observed in CPT50 after shut/unshut of core

Conditions:
1. With DH Ring config on Mobily test-bed, configured management VFI between WRC and CPT50s which are in Rings.
2. CPT50s are reachable via the management IP.
3. Did shut/unshut of FOG ports.
4. Kept the devices idle for 4 hours.
5. Then did core port shut on WRC, PRC. 
6. Did cable pull on the Management IP interfaces as well as EFP ports of CPT50.
7. Checked for memory leaks in CPT50,WRC and PRC.
8. Observed alarm agent memory leaks in CPT50
