Description (partial)

Symptom:
Not able to commit an ACL with compression. The commit reports that it has failed with the following error messages:

!!% 'pfilter-ea' detected the 'warning' condition 'Comp mismatch. ACL has been applied in different compression levels on this LC'

Conditions:
1. Have an ACL 'test-acl' applied on BE interface with compress level = 0,1,3 (zero is no-compression)
2. Apply the same ACL on same BE interface with a different level of compression.
3. The commit reports that it has failed and the running configuration is not changed.
4. The ACL is removed from the hardware and is no longer applied to the interface.
