Description (partial)

Symptom:
When link to inband managed network was shutdown, all its devices went unreachable and corresponding Device Unreachable alarms were developed. Some of the alarms became tickets, other correlated to Link down ticket, other correlated to Device Unreachable for other VNEs. It is expected that all Device Unreachable alarms are correlated to Link Down root cause and alarms should not be correlated to each other.

Conditions:
Shutdown of a link to in-band management network.
