Description (partial)

Symptom:
Snmpwalks fails for ospfVirtNbrTable when a second virtual-link config is added for a peer.

Conditions:
UUT---------------------------------   N7K-1
          VL with RID: R1

The trigger is as follows:

1. Change the peer router-id on the neighbor N7K-1 to R2. (R2 > R1 i.e. R2 is numerically greater than R1)
2. Add the virtual link on UUT with the new peer router id R2. The virtual link config with old router-id R1 is still present on UUT.
3. Perform snmpwalk of ospfVirtNbrTable.
