Cisco Bug: CSCuq80839 - Standby SUP keeps reloading due to Bulk-sync failure due to PRC mismatch

Description (partial)

On a dual-RP system with one or more xconnects configured, the
standby RP may repeatedly reload due to Bulk-sync failure caused by PRC
mismatch.  The output of the exec command <CmdBold>show redundancy
config-sync failures prc<noCmdBold> displays errors like the following:

interface TenGigabitEthernet1<interface number>
! <submode> "interface"
-  xconnect <IP address> <VC ID> encapsulation mpls
! </submode> "interface"

This symptom has been observed on routers running Cisco IOS Release
15.2(4)S (all versions).  The trigger for this issue is reconfiguring a
xconnect with a new peer address and/or VC ID on an interface that already
has a xconnect configured without first unconfiguring the existing xconnect
and then performing a switchover to the standby RP.
