Description (partial)

Symptom:
VSM is allowing us to remove/overwrite the VLAN from the uplink port-profile ,when the vlan is also configured as system vlan. which cause production down

Conditions:
The uplink port-profile contains both system and non-system VLANs.  The VSM allows me to execute the following command exactly one time without warning or error, so long as I only specify non-system VLANs in the allowed list.  There can be multiple VLANs specified as long as none of them are in the system VLAN list
