Description (partial)

Symptom:
- Several RTMT alarms reporting IOS CFB/MTP resources getting registered/unregistered with the same device name but different IP addresses
- Memory usage slowly increasing over time for the CCM process specifically
- Can lead to a server crash

Conditions:
Two or more IOS SCCP devices are configured to register to the same CUCM cluster using the same device name.
