FQDN configured in diameter endpoint not getting resolved.

1. Configured FQDN address as peer address in diameter rf end point under scscf context
      diameter endpoint rf_endpoint
        origin host ims-host address
        no watchdog-timeout
        peer realm fqdn port 4000
        peer realm fqdn port 4001
        associate sctp-parameters-template abcd
2. IP local host created for the fqdn and in scscf context.

      ip domain-lookup
      ip localhost
      ip localhost

3. While sending Capabilities-Exchange-Request to Rf end point FQDNs are not getting resolved (instead a DNS query is being sent to ip configured in ip name-server)
