Symptom:
Translate 1to1 is not working properly on egress traffic

Topology:

SH Ring with 3 PBRs 

Steps to recreate:

1. Have topology as mentioned.
2. Create a Tunnel and VPWS between any 2 PBRs. make sure interworking used is none in PW_class
3. make the below configs on PW- service instances

when vlan 100  tagged packets are sent from NE2 IXIA, NE1 we recieve packets
with single tagged 100, where it should be double tagged packet with outer 100 and innner 100 vlans. 

As per DE's analysis it is found that "ingress tag pop is performed on egress side for bot 1to1 and 2to1 translate" 
but it should be performed only for 2to1 translate.
