Symptom:
"Calls in progress" that does not exist due to cdcc leak

Conditions:
CUCM Version: 10.5.1.98000-194

During ICT load traffic, we are experiencing possible hung calls after load traffic stop. The RTMT "Calls in progress" counters shows many calls in progress even though nothing is running.
