Description (partial)

Symptom:
There will be mismatch of packets counters between interface and acl statistics, when multiple ACL inplace modifications happened before 'show mac access-list' for acl applied on an interface with high rate traffic going on.

Conditions:
The issue happened in a very specific scenario that, before PI/aclmgr queried ACL-PD for statistics there was two continuous  ACE modification, in such cases PD will typically lose the initial stats since the ACL h/w statistics are not preserved during modification due to the h/w indexes change . While because these modification happened before PI query PD for the statistics, the PD counters during this interval will be lost, which cause the mismatch between interface and acl counters.
