Symptom: PGW is not rejecting a CSReq when HI = 1 from ePDG, and no context exist, rather it tries to create a new session. This is causing SIP 503 issue in VzW. Conditions: Sequence of Events: 1. LTE attach. PCRF has binding with PGW1, IMSI1, & IPv61 2. Device tries to handoff, and the AAA returns the wrong PGW info MIPv6 Agent Info (Issue with HSS) ePDG picks PGW2 as expected, and sends a CSReq to PGW2 with HI = 1, this also contains the IPv6 1 assigned by PGW1 3. PGW 2 does not have the context, but treats this as a new session, and creates a new binding with PCRF. Now, PCRF will have binding with PGW 2, IMSI 1, & IPv62. This overrides the correct one. 4.After some time, the session torn down on WLAN. Guessing this is because the client did not receive termination for the eUTRAN session, and stays connected on eUTRAN & PGW 1 Now, when the device tries to make a VoLTE call, will fail because PCRF does not have the binding for IMSI & IPv61.
