Description (partial)

Symptom:
"Output Discards" part of "show interface" command does not display real packet drops due to Queuing/Buffer drops for  Ports on TORs with GEM cards (Northstar or Donner based).
Please note this is not an issue for Front Ports on Trident chip, issue is only for Front Ports on GEM cards.

Conditions:
Issue is only noticed for front ports on GEM cards (on TORs), but not Front Ports on T2 asic.
Also there is no functional issue (packets conitnue to get dropped during congestion), just that they are not properly reported as "Output Discards" in "show interface Ethernet <x/y>" output.
