Description (partial)

Symptom:
Graph instance would never transition to 'applied' state even though all the required IDs for the graph are allocated.
User would not find the rendered device cluster for this particular graph instance in the UI and data traffic would not be passing through the consumer/provider associated with this contract.

Conditions:
The LDev used in this Graph instance is provisioned in tenant 'mgmt' and being consumed by this tenant(the tenant where Graph instance is rendered) via vns:LDevIf.This could happen when the ID for the LDevInst is the last one of all the required IDs that need to be allocated for the Graph instance to transition to 'applied' state.
