Description (partial)

Symptom:
Broadcast, Unknown Unicast and multicast traffic is blackholed when VLAN is modified by removing the vn-segment and adding vn-segment in a VXLAN deployment.

Encapsulation/Decapsulation of traffic fails.

Conditions:
When VLAN is modified by removing and re-adding vn-segment

For example:
VLAN 100 is VXLAN enabled VLAN. Traffic flows is working fine and then the following change is made:

vlan 100
 no vn-segment
 vn-segment XXXXXX
