Description (partial)

Symptom:
Stale entries appear in the routing policy database on the APIC.  For example:

In this example, all of the 10.10.10.x and 10.10.11.x addresses are from previous inband management configurations that have been removed.

- Inband management configured
- Inband management configuration updated/removed
