Description (partial)

Symptom:
lower level admin user logs into Application User screen to modify the Device Information - specifically the Controlled Devices and Available Profiles.  But eventhough normally restricted from accessing the Permissions information (Groups and Roles) at the bottom of the screen when going in via User Managerment -> Role, or User Management -> User Group  ....at THIS page (User Management -> Application User) they can actually remove the user group.  Customer upgrading to 9.1.2 and wanted to know if the restrictions could be added to that code.

Conditions:
Log into User Management ->Applicatoin User Configuration - go to bottom of page Permissions Information - click on a Group.  click Remove from User Group
