Cisco Bug: CSCuq72053 - not able to configure first-request-only with encryption option

Description (partial)

Symptom:
I searched on topic but could not find configuration first-request-only  with encryption option.
 
I checked the command in our lab with same build and few different build also,  I see that first-request-only" is only executable without encryption but not with encryption:

[local]lab(config-charging-action)# flow action redirect-url https://test.com/#HTTP.URI;BEARER.MSISDN;BEARER.IMSI# encryption blowfish128 key abcdefghijklmnopqrst <<<<<<<<  OK , but first-request-only  option is not available.
 
[local]lab(config-charging-action)# flow action redirect-url https://test.com/#HTTP.URI;BEARER.MSISDN;BEARER.IMSI# encryption blowfish128 key abcdefghijklmnopqrst first-request-only <<<  typed manually because the option is not showing
