Description (partial)

Symptom:
Same IP is assigned by the APIC to 2 leafs and then the leaf's will be seen in unreachable state

Conditions:
This issue is not seen after regular decommission and recommission..This happens when you have exactly 32 IPs in use and one of them is decommissioned/recommissioned and then a new node is added.
