Cisco Bug: CSCuq71420 - CAD Enterprise Server disconnects from CTISvr every 5 min

Description (partial)

After an outage that results in failover from primary to secondary, and then failback from secondary to primary, CAD Enterprise Service may disconnect from the active CTI Server every 5 minutes.  It will disconnect for 30 seconds and then connect again.  This repeats over and over.

Same root cause as CSCtk82341, but this CDETS is for UCCE deployments.

The symptom seen is that Enterprise Data will not work during the 30 seconds CAD Enterprise Server is not connected to CTI Server.

After failover and failback of CAD services
