Description (partial)

When an ssh authorized key is configured, a user cannot login to a separate tacacs account if the user has a public key on a remote computer from which the user tries to login.

At least one ssh authorized key is configured and tacacs is enabled. User x on a remote machine with ssh public key cannot login to a tacacs account user y. For example, user x has .ssh/ file on a Linux machine, this user cannot login to a tacacs account. However, the user can login from Windows OS machine using PuTTY.
