The error for out of sync Cluster should be handle gracefully

There are cluster modes that are out of sync. This usually happens when the same data is being configured in two places or by two administrators.

For instance, using the CLI and Web UI at the same time to configure the same data may cause 
this problem. Similarly, using two browsers at the same time may cause this problem. The best thing to do at this point is to abandon your changes.
