When a Unmanaged/Dummy PE-Agg or U-PE is used in a SR deployement, the deploy preview throws an error : Upload failed for device 3800_Dummy: <palError><deviceId>85</deviceId><code>HANDLER_ERROR</code><message>Error while trying to run handler. Action : [PrimeFCommon]pullPushConfig.xpa/pullConfig/pullConfig.par, . Error : GTL handler error: 104 : Unknown host, possible DNS problem: {0}
Caused by: 3800_Dummy</message><handlerCode>ERROR_CONNECTION</handlerCode></palError>

Steps To Re-create:

1) Create a ring using an unmanaged/dummy PEAgg/UPE
2) Create a corresponding N-PC
3) Create EVC-VPLS SR and check for error in preview

Conditions:
Issue noticed when unmanaged PEAgg/UPE is used for deployment
