Description (partial)

Symptom:
The combined generated rate of the statmuxed video components in the PPQ MFP statmux group can be larger than the configured rate control bit rate.
This can happen during some transitions phase and the duration of the overshoot is maximum around 40 seconds.

Conditions:
This can happen when one of the following events occurs:
- When an engine used to statmux a video component being member of the PPQ MFP statmux group is reset (by issuing the engine reset function).
- When the PID of the statmux video component at the MFP input changes.
- When the TS, where the PPQ MFP Statmux rate control group is part of, performs a "Stop streaming" / "Activate streaming" cycle in less than 40 seconds.
