Description (partial)

Symptom:
After Retrying Decommissioning of a VM, the customer found that some new machines are not able to come up because the network does not allow the IP address because of a duplicate IP address from another machine. The problem is that the VM's IP address  once released could have been allocated to another server. When remediating the decommissioning of a VM using ERS Retry action, the IP address will be released again but this time it belongs to another server.

Retry Decommissioning of a VM.
