Description (partial)

Symptom:
CP-7821 doesn't display "Service interruption" in SRST after hung up. Off-hook/On-hook has the UI displayed "Service interruption" again.

Conditions:
[Reproduce steps] 
1.Phone A and B registered with SRST , and they both can show  "service interruption" on Header Bar
2.Pick up Phone-A handset, make the phone in the status of offHook, then call Phone-B
3. Phone-B answer the call, and end the call late
4. After seeing Phone-A display "service interruption" on screen, then put handset back, then the issue occurs, the message "service interruption" disappear while it should show it since no available CUCM until now
