Description (partial)

Symptom:
Large memory leak on RP SSS/SSS Manager processes during pppoe churn. This can lead to a crash as well. 

The following logs may be seen before the crash -
%IDMGR-3-INVALID_ID: bad id in id_get (Out of IDs!) (id: 0x0)
%IDMNGR-7-ALLOCFAIL: Error: Failed to allocate memory for client request data in request_init
%IDMNGR-7-ALLOCFAIL: Error: Failed to allocate memory for keylist in request_init

Conditions:
This is seen in the releases with the fix for CSCuo95313
