Description (partial)

Symptom:
LBM link between LBM is disrupted and remote LBM service is not available.
LBM Service CPU usage will be high and there will be delay in call setup.

Conditions:
Issue happens when CCM service sends huge number of inaccurate bandwidth reservation requests to LBM service. 
This happens because of stale / leaked devices maintained within CCM service and when there are large number of devices sharing a line.
One of the reasons CCM service maintaining stale / leaked devices is CSCuo54416. Because of absence of CSCuo54416 fix , CCM service will send inaccurate number of transactions to LBM Service.
