Wireless Clients causing Radio 1 to fail

Customer is running into an issue where his client laptops are not able to associate to the WLAN.

-The client is sending out an EAPOL-START to the WLC.
-The WLC responds with a EAP-ID-REQUEST to the client.
-The client then NEVER sends the EAP-ID RESPONSE to the WLC.
-The client just continues to send out EAPOL-START messages.
-The WLC sends two additional EAP-ID-REQUEST messages to the client but never receives a EAP-ID-RESPONSE so it excludes the client for 60 seconds.
-After the exclude timer expires the process starts over again.

This is caused by a bad driver on the client device.  The clients are also some how affecting the Radio 1 in a such a way that it will not allow other clients to connect to the AP.
