Description (partial)

a) PNSC does not sync vCenter inventory.  Some examples include new port-profiles or new vCenter folder additions not showing up in PNSC

b) If the vmManager process operational state is down in PNSC

This issue can occur when connectivity is temporarily broken between PNSC and vCenter and the PNSC services do not recover automatically.
