Description (partial)

Symptom:
When a priority class is configured with police cir percent value it should show now in bandwidth

When a class is configured with bandwidth, it shows bandwidth percent values from cbQosQueueingCfgBandwidth.

When a class is configured with priority and police CIR percent value, it is assigning a bandwidth not configured in class so bandwidth value is "0".

To get the value of configured police cir percent the cbQosPoliceCfgPercentRateValue object is needed then.
