Description (partial)

Symptom:
Changing settings on an MFP engine service in statmux mode can cause temporary overshoots in the rate control statmux pool where this service is member of.

Conditions:
- A Service is passed on the MFP board which is configured in PPQ mode
- This service is passed to an output board and is part of a rate control statmux group in PPQ mode
- The service is active streaming at the output
- MFP encode/decode settings are changed on this service
