Description (partial)

Symptom:
Jabber fails to detect network transition after a reset. The reset must be done on an external network where an Edge server is available and the reset must be done after Jabber had previously detected SSO using an on prem network.

Conditions:
- Do jabber discovery while connected to an On Prem network that has an SSO enabled CUP/CUCM 
- Sign In using SSO
- SSO will be detected and Edge will be disabled, EdgeSsoPrecedence will be set to SSO in JabberLocalConfig.xml
- Exit and Restart Jabber
- Sign In again using SSO
- Sign Out
- While Signed Out, switch to an external network where Edge is visible
- Then Reset Jabber
- Sign In using Edge username/password
- View Connection Status to confirm connection via Edge
- Switch to an On Prem network
- The transition to an On Prem network is not detected and Jabber continues to attempt to connect via Edge
