Description (partial)

Symptom:
Noticed that All Moblity Devices -> Toolbar is messed up for Legacy Controller.

what is the issue:
1, Have a NGWC and legacy devices?(5508,2500) in PI 
2,PN: All devices are new mobility enabled
3,For legacy device try to disable the new mobility 
4,We can see that "Disable Mobility Mode" button is always disabled (for both old mobility legacy device and New mobility legacy device)
5,This button "Disable Mobility Mode" should be working when devices are with new mobility enabled
6,Same apply when devices are with old mobility enabled ,in this case "enable Mobility mode button only should get enabled"
7,for legacy device "change role to MC " Change role to MA shouldn't enabled
