Description (partial)

Symptom:
Configure 4 ECMP static route
Remove one of the interface from zone
Do a "write standby" or no failover/failover or reload standby 
Now the standby node boots up with a Non zone static route and three ECMP routes are rejected by standby during config syncup with the below error

ERROR: Cannot add route entry, conflict with existing routes
ERROR: Cannot add route entry, conflict with existing routes
ERROR: Cannot add route entry, conflict with existing routes

* This issue is seen with v4 and v6 static route in HA and Cluster

Conditions:
1."write standby" on Active node
2.no failover, failover in standby node
3.reload standby node
