503 service unavailable when registering to Call Manager

Jabber iOS 10.5 cannot get phone service registered via both internal network and edge. 

ccm respond 503 service unavailable to client's registration request.

Jabber iOS 10.5 sometimes was using dual-register. Then ccm reported "try to switch from dual registration to single registration without reset", and then respond 503 service unavailable.
