Description (partial)

Symptom:
ACL related REST APIs: ACL-batching (GET /api/v1/acl?start-index=0&count=0) and ACL-resource-extensions (GET /api/v1/acl/TestAcl) are not working. Error message is as the following

2014-08-25 20:37:56,249 - ERROR - 139958961334032,27,5163620716 - api.resources.acl - Exception = type object 'L3Ace' has no attribute '_IP_ACE_LOG_PRESENT'

Conditions:
when the router is running XE 3.14 or later IOS/container images
