Description (partial)

When MPLS LDP Non-stop Routing (NSR) is enabled, Any Transport over MPLS
(AToM) Virtual Circuits may fail to establish the correct LDP state on the
standby Route Processor.  The output of <CmdBold>show mpls l2transport
vc detail<noCmdBold> or <CmdBold>show l2vpn atom vc detail<noCmdBold>
displays "LDP is DOWN, no signaling".  After stateful switcover, the VC
remains down.

This symptom has been observed when the router ID supplied by the remote peer
(the signaling peer address on the local peer) is different from the
destination address configured on the local peer.
