Cisco Bug: CSCuq53548 - Pon reset not casuing interface flap in all Crab and 2 Seal instances

Symptom: When a inbar h/w register undergoes a fault causing a pon-reset of the asic. Conditions: When a Crs-x inbar undergoes a Pon-reset ,it takes around 40-60 sec for it to recover and hence data loss for around the same time.This casues traffic blackhole.Hence the implementatin is to have all interfaces in that inbar slice for which the pon-reset has occured,to for a reload/flap to have the remote end detect and issue and take routing alternatives accordingly.This will reduce/eliminate the blackhole.Currently in 531 only seal 1,3 pon-reset causes interface flaps.the fix is to have seal 0,1 and crab 0,1,2,3 pon-reset alss to cause interface flaps.
