Description (partial)

Symptom:
After a reload of SDR, configs applied via inheritance is not funcational. "show running-config" has the apply-group config, but the relevant configs are not applied. there are no errors in syslogs or failure indicated in "show config failed startup"

Conditions:
Problem is seen in SDR environment
