Description (partial)

Symptom:
After moving a CentOS VM from the cloud to the enterprise, the VM fails to boot up on the enterprise hypervisor and the VM console displays a message similar to the following:

vmsvc [warning] [guestinfo] RecordRoutingInfo: Unable to collect IPv4 routing table

Conditions:
This issue occurs for RHEL and Centos 6.0+ guest operating systems that have the iputils package and VMware tools present on them. The ARP utility from the iputils package becomes unresponsive, causing a delay in the boot process.
