Description (partial)

Symptom:
server status page fails if host has been up less than 10 hours

Conditions:
A recently rebooted server will fail to display server status on the MATE home page, while logging errors into the systemsvc.log.  The cause is that the code assumes that the time contains 2 digits, instead of a single digit.  Build: 6.0-260-g7a57b16
