Description (partial) 

Symptom:
IPv6 static route configured using "ipv6 route <prefix> <link-local> <interface>" will not be on RIB (not seen in "show ipv6 route") after reload.  The static route is seen in "show run" but "show ipv6 route" does not refect the static route to RIB. 
IPv6 static route configured using "ipv6 route <prefix> <next-hop>" does not have this problem but one configured using "ipv6 route <prefix> <link-local> <interface>" has this problem.

Conditions:
One of the trigger of the issue is reload of the box
