Description (partial)

Symptom:
ipsub_ma process crashes with signal-31 error.

Conditions:
Issue is caused by memory leak within ipsub ma process. Memory is getting leaked in ipsub when subscriber Fsol packets are hitting the BNG box at very high input rate (crash was observed in local lab when subscriber Fsol packets were injected at the rate '30K packets/sec').
