Description (partial)

Symptom:
During Ho from 4G to 3G( Ue only mode ) , when default bearer qos is modified to match with dedicated bearer , QoS is modified for default but both bearers remains intact instead of dedicated bearer deletion.

Conditions:
1. Establish a LTE call. PCRF sends default-eps-bearer-qos along with a rule to match. PCRF enables Default-Eps-bearer-QoS-Change, QoS-Change, RAT-Change trigger. PCRF also sends AMBR.

2. Handover to 3G happens. A different rule is sent with QoS matching Default-Bearer-QoS.

3. Handover to LTE happens. Different AMBR comes from access side, PCRF sends same AMBR along with the rule that was sent during LTE call establishment with QoS matching the Default-Bearer-QoS and with modified filters.

Issue : after HO , both bearers remains as it is & rule remains attached to respective bearer only. So in same session We have 2 bearers with same QoS. This is not expected. Dedicated bearer should be deleted.
