Description (partial)

Symptom:
HSRP track interface feature doesn't work correctly in dual stack environment

Conditions:
The problem is when interface tracking is configured on HSRP, priority decrement happens even though tracked interface is up state. It happens ether one of the address family IPv4 and IPv6.
 It appears to be the second configured group which has the issue - the first needs to be of a different AFI.
